Arabs discuss Israel's participation in Union for the Mediterranean

Leaders of Arab states in the Mediterranean region are meeting in Tripoli, Libya, on Monday to discuss the policy towards Israel's role in a proposed Mediterranean Union Project.
The union was proposed by France and endorsed by European Union leaders as a way of bolstering ties between Europe and its southern neighbors, and improving security and trade cooperation.
A diplomat told Reuters the states would forge a common stand on participating in the union.
Arab states are concerned that their joining a union that includes Israel implies they are normalizing relations with the Jewish state.
They do not wish to be in the same union with Israel, as long as Israel fails to make concessions in its negotiations with Palestinians and the Syrians.
Most Arab countries have no relations at all with Israel. Only three of the 22 Arab League members - Egypt, Jordan and Mauritania - have exchanged ambassadors with Israel.
The plan comprises 39 countries and will be unveiled on July 13.
